Council Overview

Joel serves the Hong Kong Institute of Architects in various boards and committees in spheres of environmental, urban design, educational and professional practice. Joel is practising in a multi-disciplinary firm, P&T GROUP, while serving other professional/public bodies such as Chairman of Professional Green Building Council, President of Hong Kong Institute of Urban Design and members of Advisory Committees of the Hong Kong Government.

Joel puts great emphasis on aesthetics, environmentally conscious and social inclusive design in his projects. He is one of the pioneers advocating zero carbon design and putting carbon neutral approach into real practice in Hong Kong. Joel enjoys sharing and exchanging knowledge to promote excellence in design and to create a better built environment for the people. He is actively involved in practical affairs promoting topics of public interest and often invited to speak in various symposiums and seminars.

陳祖聲先生於香港建築師學會擔任過不同的委員會職務，包括環境、城市設計、教育和專業實踐等領域。陳先生現職為巴馬丹拿集團董事和香港認可人士，同時亦服務於其他專業/公共機構，如環保建築專業議會及香港城市設計學會，以及出任香港多個政府諮詢委員會的成員等。

陳先生設計融合美學追求、環境保護及共融城市精神，作品屢獲殊榮。他是宣導零碳設計的先鋒，並將碳平衡設計付諸實行。陳先生積極參與推動環保、共融城市設計及大眾關心的議題，並在各專題研討會作演講嘉賓。

Professor Dr. Tris Kee is an Associate Professor in the Department of Building and Real Estate at the Hong Kong Polytechnic University. She obtained her Ph.D. from the Department of Real Estate and Construction at the University of Hong Kong, as well as a Master of Architecture and a Bachelor of Architecture from the University of Waterloo in Canada.

She has worked in architectural offices in Amsterdam, London, Vancouver, Ottawa, and Rome before returning to Hong Kong. Since 2007, she has been a full-time academic engaged in teaching and research at higher education institutions both in Hong Kong and overseas, including both UGC-funded and self-funded institutions. She has actively collaborated on numerous research projects with academics from universities, industry professionals, and government departments. Her research focuses on the adaptive reuse of built heritage, housing sustainability, AI in built environments, and green buildings. She has published in esteemed refereed journals, including Sustainable Development, which has an impact factor of 9.9 in 2025. She has been a recipient of the Research Grants Council (RGC) IDS scheme (UGC/IDS25/16) as a team member and has obtained 14 million in research funding for “Research on Sustainable Living: Phase Two of the Capacity Building Plan,” and other UGC GRF ECS research funding. Additionally, she was the co-curator for the 2012 Hong Kong–Shenzhen Biennale for Architecture and Urbanism and has exhibited at the Venice Biennale, Shenzhen Biennale, BODW, and Design Week.

Dr. Kee was an Honorary Associate Professor in the Faculty of Architecture at the University of Hong Kong in 2024, as a Senior Fellow in the Advanced Higher Education Academy, and as an Adjunct Associate Professor at Swinburne University of Technology in Melbourne (since 2021).

Dr. Tris Kee教授是香港理工大學建築及房地產系的副教授, 建築學課程主任。她於香港大學房地產及建設系獲得博士學位，並在加拿大滑鐵盧大學獲得建築碩士及建築學士學位。

在返回香港之前，她曾在阿姆斯特丹、倫敦、溫哥華、渥太華和羅馬的建築事務所工作。自2007年以來，她一直全職從事高等教育機構的教學，研究和環保建築專業工作，包括香港及海外的UGC資助和自資機構。她積極與其他大學的學者、環保行業專業人士和政府部門合作，參與多個研究項目。她的研究重點在於建築遺產的適應性再利用、住房社會可持續性、人工智能以及在保建建築環境和應用。

她在多本享有盛譽的同行評審期刊上發表了文章，包括可持續發展。她曾獲得環保建築專業議會綠色建築獎優異獎 (2012)。她 是2016-17年度大學教育資助委員會 本地自資學位界別研究資助計劃團隊成員, 獲得了140萬研究資金撥款研究 "可持續生活之研究" (UGC/IDS25/16) 。

Ar. Dr. Tony Ip is a community-centric, sustainable design architect, and urban designer. He founded Tony Ip Green Architects Ltd "TiP" with a vision to advocate the paradigm shift towards green architecture and biophilic urban-scape in response to climate change. His passion and contributions to green architecture and the creative industry have been recognized by receiving the HKSAR Medal of Honour in 2022, the Australia China Alumni Award for Arts and Creative Industries in 2018, and the Ten Outstanding Young Persons Award in 2016.

Tony has showcased his expertise in multidisciplinary practices and academic studies in the field of building design. He holds BEng, MSc(Eng), MArch & MUrbanDesign from HKU, BBE(Arch) from QUT, MSt IDBE from the University of Cambridge, and PhD from PolyU. With qualifications such as AP(Architect), RA(HK), HKIA, HKIUD, PIA, BEAM Pro, LEED AP, WELL AP, Living Future AP, GRI Certified Sustainability Professional, and Certified Carbon Auditor, Tony is an expert in green building design.

Tony actively serves the community in various voluntary capacities. He is the Vice Chairman of Professional Green Building Council, Director of Hong Kong Green Building Council, Director of Zero Carbon Building, Past Chairman of Hong Kong Architecture Centre, and Director of YMCA of Hong Kong. He also contributes his expertise to Town Planning Board, Environment and Conservation Fund Committee, Lantau Conservation Fund Advisory Committee, and Community Involvement Committee on Greening of HKSAR.

環保建築師及城市設計師，葉頌文環保建築師事務所創辦人，專注環保建築設計及研究。他於香港大學修讀環境工程、建築、城市設計碩士，昆士蘭科技大學修讀建築學，劍橋大學深造跨界別環境設計碩士及香港理工大學設計學院博士。現為環保建築專業議會副主席、香港綠色建築議會董事、零碳天地董事、城市規劃委員會委員、環境及自然保育基金委員會委員、大嶼山保育基金諮詢委員會委員、社區參與綠化委員會委員及香港基督教青年會董事。他獲選為 2022年香港特别行政區榮譽勳章，2018年澳中傑出校友獎(藝術和創意行業) 及2016年十大傑出青年。

Ir CHUNG has over three decades experience in green building and sustainable design. Colin is the Fellow Member of HK Institute of Engineers (HKIE) and many other local and international professional institutions. Ir CHUNG is the Past President of Hong Kong Association of Energy Engineers, Past Chairman of Association of Consulting Engineers HK, Energy Institute – HK Branch, Gas and Energy division and Energy Discipline Advisory Panel of HKIE. Currently, Ir CHUNG is the President of Association of Energy Engineers – Hong Kong Chapter.

Ir Prof. YUEN is a Past President of the Hong Kong Institution of Engineers. He is a professional engineer working in the public hospital engineering sector in Hong Kong with more than three decades of experience. He started working in the Hong Kong Government departments for public hospitals construction, operation and maintenance before joining the then-newly established Hospital Authority in the 90s. Currently, as part of the management of the Hospital Authority Head Office, he oversees all public hospital engineering facilities and related processes, from design and construction through to operation and maintenance. He also leads and supervises environmental and energy sustainability initiatives for both new and existing public hospitals, including two upcoming ten-year funding projects for public hospital infrastructure development totaling over HK$400 billion. Over the course of his employment, Ir Prof. YUEN has implemented and introduced multiple innovative energy-saving and carbon reduction system facilities to enhance the daily operations of hospitals. He has won the US Association of Energy Engineers’ (AEE) “Regional Energy Project of the Year Award” for Asia-Pacific Rim Region for different innovative energy-saving and cost-effective projects for three consecutive years.

Ir Prof. YUEN holds a Bachelor of Science degree in Mechanical Engineering from The University of Hong Kong. He obtained an Executive Master of Business Administration from The Chinese University of Hong Kong and a research based Doctorate in Engineering from City University of Hong Kong. Back in late 80s, he had worked for hospitals both in Europe and Middle East under the Confederation of British Industry (CBI) Scholarship.

Ir Prof. YUEN is passionate in contributing to both the profession and the wider community. He has previously been recruited as the voluntary Expert Advisor for the World Health Organization and the United Nations to construct isolation facilities in public hospitals across the Republic of Indonesia. He has also worked with the Hong Kong SAR Government via the HKIE to coordinate members to inspect hospital construction under the Sichuan Earthquake re-construction project in the PRC. He is currently the Vice President of the Chartered Institution of Building Service Engineers UK, and the HK Branch Chairman of the Healthcare Engineering and Estate Management (IHEEM) UK. In 2019, he was also elected as Deputy Chairman of the Seoul Accord, which is a multi-lateral agreement among agencies responsible for accreditation or recognition of tertiary-level computing and IT-related qualifications.

Keith Huang received a graduate degree from the City University of Hong Kong and an undergraduate degree from Purdue University of America, pursuing construction project management and landscape architecture. He is a Registered Landscape Architect of Hong Kong, an Accredited Landscape Architect of the International Federation of Landscape Architects, and a BEAM Professional (Neighbourhood) of the Hong Kong Green Building Council. He serves as the Honorary Secretary of the Hong Kong Institute of Landscape Architects, Honorary Advisor of the Young Landscape Architects' Group, Committee Member of LEAPS, and Honorary Secretary of the Hong Kong Professional Green Building Council. He has over 18 years of working experience and is currently a Project Manager of the landscape team at New World Development.

A UNSW Sydney graduate, Carol is a Landscape Architect, Arborist and Tree Management Consultant with over 15 years of solid and diversified professional and project experience in Australia, China and Hong Kong, with particular interests in place making design, climate resilient and ecologically sustainable design, urban forestry management and landscape management. His project spectrum spreads across ecological habitat, public realm, recreation facility, comprehensive development, regional planning, landscape and visual impact assessment and technical studies.

He is a Registered Landscape Architect, an IFLA Accredited Landscape Architect, an HKILA Accredited Arborist, a DEVB Registered Arborist, and a BEAM Pro. He currently serves as the Chairman of HKILA’s Panel on Accredited Arborists, an HKILA Council (Co-opt) Member, an advisor at Catholic Building Professional Advisory Group, Catholic Diocese of HK and an Associate Director of Otherland Limited.

馬國偉先生畢業於澳洲新南威爾斯大學，是一位在澳洲、中國和香港擁有超過15 年的專業和項目經驗的園境師、樹藝師和樹木管理顧問，專注於環境營造設計、氣候應對及生態可持續性設計、城市林務管理和景觀管理。他的項目範圍涵蓋生態棲息地、公共領域、休閒設施、綜合開發、地區規劃、景觀及視覺影響評估和技術研究。

他是香港註冊園境師、國際景觀設計師聯盟認證園境師、香港園境師學會認可樹藝師、發展局註冊樹藝師及綠建專才。他目前擔任香港園境師學會（增補）理事及認可樹藝師審核小組主席、天主教香港教區建築專業諮詢小組顧問以及奧特地境有限公司助理總監。

Isaac So is currently the Assistant Secretary of the Greening and Landscape Office under the Greening, Landscape and Tree Management Section of the Development Bureau, responsible for central coordination of Government's greening and landscape planning and design efforts, to promote a holistic greening approach embracing adequate space allocation for new planting, proper selection of planting species as well as quality landscape design and planting practices in the upstream. Mr So has previously worked for the Civil Engineering and Development Department, Architectural Services Department and Highways Department involving landscape works for public open space projects and urban forestry including conservation of old and valuable trees and stonewall trees. Mr So is a registered landscape architect and serves as the Council Member of the Hong Kong Institute of Landscape Architects.

Mr. Kim CHAN is a Fellow of the Hong Kong Institute of Planners (“HKIP”) and a Registered Professional Planner (“RPP”). Mr. CHAN has been working in the private sector to provide his professional town planning expertise both in various local and overseas’ muti-disciplinary development projects/studies for more than 35 years. He served as Vice-President in the HKIP between 2007 and 2010, and is now a Council Member. Since 2002, Mr. CHAN has been serving as an appointed Director in the PGBC. He was the Honorary Treasurer of PGBC in his last two service terms, and was the Chairman of Board of Education and Research in his last service term. This new service term he has been committed to continue to serve these two positions in the PGBC.

陳劍安先生是「香港規劃師學會」資深會員，也是註冊專業規劃師。陳先生在私營業界就本港及境外不同的跨專業發展項目/研究，提供其城市規劃專業服務超過35年。在2007至2010期間，他曾擔任該學會的副會長，現時仍然在該學會擔任理事一職。自2002年起，陳先生斷斷續續地擔任「環保建築專業議會」的委任理事。在早前兩屆理事期內，他擔任了榮譽司庫；在前一屆理事期內，也擔任「教育及研究委員會」主席。今屆的理事期，他繼續承擔議會上述兩職位。

A member of Arup’s East Asia Board, Theresa Yeung heads the firm’s planning business across the region and is the East Asia Cities, Planning and Design leader.

She is a visionary leader who brings together planners, urban designers, sustainable development experts, traffic consultants and environmental specialists to create Smart Green Resilient urban spaces.

Theresa is passionate to engage the public in the planning and design process, shaping inclusive, welcome developments. She also chairs Arup’s community engagement programme in East Asia, bringing the firm’s professional skills to make a real difference in communities. Theresa is a Registered Professional Planner, a Fellow Member of The Hong Kong Institute of Planners, a Fellow Member of the Chartered Institute of Logistics and Transport in Hong Kong, a Member of the Royal Town Planning Institute, and a Member of the Hong Kong Institute of Urban Design.

Theresa sits on a number of important statutory bodies and plays a key role in the planning industry, influencing from policy level. She currently serves as Vice President of the Hong Kong Institute of Planners, a Member of the Advisory Committee on Built Heritage Conservation, a Member of Beat Drugs Fund Association and its Governing Committee, a Member of Appeal Panel (Estate Agents Ordinance), a Non Official Member (Representing HKIP) of Harbourfront Commission, a Member of Planning Sub-committee of Land and Development Advisory Committee, a Member of Infrastructure Development Advisory Committee of Hong Kong Trade Development Council, and is a Member of Supervisory Board of Hong Kong Housing Society, a Member of Special Committee on Planning, Design and Construction of Hong Kong Housing Society, a Member of the Community Aspects Panel of BEAM Society, a Member of Green Building Faculty of Hong Kong Green Building Council, a Director of Professional Green Building Council and an Advisor of Our Hong Kong Foundation.

作為奧雅納董事會的成員之一，楊女士負責公司的規劃業務，擁有豐富及全面的城市規劃及設計經驗，她同時擔任東亞區城市規劃及設計業務負責人。

楊女士熱心公共事務，領導公司東亞地區的社區參與項目，帶領團隊利用專業技能，為社區帶來積極改變。楊女士是一位註冊專業規劃師，也同時是香港規劃師學會資深會員、香港運輸物流學會資深會員、皇家城市規劃學會會員、以及香港城市設計學會會員。

K.K. Chiu is Chief Executive of Greater China at Cushman & Wakefield with over 40 years’ experience in the real estate industry. He is the Past President and currently the Chairman of Housing Policy Panel and co-Chair of Working Group on Sustainability as well as the Vice Chairman of Mainland Affairs Committee of The Hong Kong Institute of Surveyors. He is also the Hong Kong representative at the International Valuation Standards Council. He was the non-executive member of the Asia Pacific Regional Board in RICS and the co-Chair of RICS in China.

Appointed by the Government of Hong Kong SAR, K.K. is currently a member of the Sub-committee on Planning, Land and Conservation of the Advisory Committee on the Northern Metropolis, a panel member of the Appeal Board Panel of Town Planning under Town Planning Ordinance, a member of the Estate Agents Authority under the Estate Agents Ordinance, a member of Antiquities Advisory Board and a committee member of Infrastructure Development Advisory Committee under Hong Kong Trade Development Council. In addition, he was a member of the Land and Development Advisory Committee under the Development Bureau (2021-2024) and a panel member of the Private Columbaria Appeal Board under the Private Columbaria Ordinance (2017-2023).

現時為戴德梁行大中華區行政總裁及環球董事，從事房地產工作近40年。趙先生曾擔任香港測量師學會會長、目前為房屋政策委員會主席及持續發展工作小組聯席主席，同時亦擔任學會之內地事務委員會副主席及國際評估標準委員會香港代表。趙先生亦曾擔任皇家特許測量師學會亞太區委員會非執行委員、皇家特許測量師學會中國區聯席主席。

經香港特別行政區政府委任下，趙先生現為北部都會區諮詢委員會轄下規劃、土地及環境保育小組委員會非官方委員、《城市規劃條例》上訴委員團成員、《地產代理條例》香港地產代理監管局成員、古物諮詢委員會成員及香港貿發局基建發展諮詢委員會委員。而他亦曾任發展局土地及建設諮詢委員會成員(2021-2024)及《私營骨灰安置所條例》上訴審裁團成員(2017-2023)。

Sr Jeffrey KWOK is the Managing Director of KC Surveyors Ltd which is one leading building surveying firm and included in the consultant list of Architectural and Associated Consultants Selection Board (AACSB). He has been working in Design, Project Management and Building Surveying in this company since 2004. One of his project “KePlace” had been award with BEAM Plus Platinum New Building V2.0.

He serves as HKIS BSD committee member since 2017 and being the CPD convenor and Honorary Secretary. He has organised series of CPD, technical visits and Study Tour in Great Bay Area for surveyors and served as organising committee chairman for HKIS Building Surveying Conference on 2022. He also served as Organizing Committee of HK Green Building Award since 2021, and currently as Vice Chairman of Scientific Committee of HK Green Building Award 2025.

He has been appointed as Advisory Committee on Built Heritage Conservation by Development Bureau, co-opted member of Chinese Temples Committee in Works Working Group and Chinese Temples Ordinance Review Taskforce by Home Affairs Bureau. He also represented HKIS in 5 technical committees for Buildings Department. He also serves as assessor for HKIS BSD and the registration committee for General Building Contractors and Minor Works Contractors in the past 6 years.

郭柏威測量師現為傑思築量有限公司董事總經理, 建築署建築及有關顧問公司遴選委員會顧問名單之屋宇測量組別公司。自2004年 提供優良的專業建築顧問，設計及項目管理服務，使到我們的客戶有效地改善他們的物業及設施。

自2017開始服務香港測量師學會建築測量組, 現為義務秘書, 過去一直協助籌辦持續進修課程, 項目視察, 及大灣區考察團, 擔任建築測量會議籌委會主席。自2021開始協助環保建築大獎, 亦於環保建築大獎2025擔任技術諮詢委員會副主席。

在其他公共服務, 郭測量師曾委任為保育歷史建築諮詢委員會委員, 華人廟宇委員會工程小組增補委員及跟進《華人廟宇條例》檢討專責小組委員。郭測量師亦曾出任5個屋宇署技術委員會。過去6年, 他擔任為香港測量師學會建築測量專業評核試評審員, 承建商註冊事務委員會及小型工程承建商註冊事務委員會。

Sr Keith YIM is a professional quantity surveyor with over forty (40) years of experience working in a professional firm responsible for managing and administering a diverse nature, scale and complexity of building & engineering, renovation and maintenance projects in Hong Kong & Mainland China.

He joined the PGBC as co-opted member in 2015 and served as Director from 2019-2024. During the tenure he represented the PGBC to sit in the Infrastructure Rating System Committee (IRSC) of the Hong Kong Green Building Council (2022-2024).

Keith holds Bachelor of Science Degree in Quantity Surveying and Master of Science Degree in Construction Management. He was the Past Chairman of Quantity Surveying Division of the Hong Kong Institute of Surveyors (2012-2014); Past Chairman of the Association of Consultant Quantity Surveyors (2019-2021); Past Regional Director of International Cost Engineering Council (2018-2024).

He also actively involved in various voluntary services for the Community. Keith has served as member of Surveyors Registration Board; Appeal Tribunal (Building); Disciplinary Board Panel under the Land Survey Ordinance (Cap. 473); Appeal Board Panel under the Construction Worker’s Registration Ordinance (Cap. 583); Appeal Board (Hotel and Guestroom Accommodation); [Clubs (Safety of Premises)]; and (Bedspace Apartments). Currently he is a Lay Member of Barristers Disciplinary Tribunal Panel until Oct 2027.

嚴先生是一名專業的工料測量師，擁有四十 (40) 多年的經驗，服務於私人顧問公司負責管理和執行香港及中國內地不同性質、規模和複雜性的建築及基建工程、翻新和維修項目。

他於 2015 年以增選成員的身份加入環保建築專業議會(PGBC)，並於 2019 年至 2024 年擔任董事。於2022-2024年，他代表環保建築專業議會(PGBC)擔任香港綠色建築議會基礎設施評級系統委員會 (IRSC) 成員。 嚴先生擁有工料測量理學士學位和建築管理碩士學位。他於2012-2014年曾任香港測量師學會工料測量組主席；2019-2021年擔任香港顧問工料測量師協會(ACQS)主席；2018-2024年擔任國際成本工程委員會(ICEC)第四區域總監。

他還積極參與社區的各種志願服務。嚴先生曾擔任測量師註冊委員會成員；上訴審裁小組（建築）；《土地測量條例》（第 473 章）下的紀律委員會小組；《建築工人註冊條例》（第 583 章）下的上訴委員會小組；上訴委員會（酒店及客房住宿）；[會所（處所安全）]；和（床位公寓）。目前，他是大律師紀律審裁小組的一名非專業成員，任期至 2027 年 10 月。
